If there are so many Government grants for women to start a small business why are they so hard to find?? - government small business loans for women

I've heard so many times that there are hundreds of different governments or private companies Org small grants for women, but has not yet found a legitimate website, or scholarships. Grants are hard to find, because there is really no "to government subsidies."
